2024.12.11 NYCU, Hokkaido University, Tohoku University and Kyushu University cohosted 1st Taiwan-Japan Global Partnership Semiconductor and Innovation Startup Forum
On December 11th, NYCU, Hokkaido University, Tohoku University and Kyushu University cohosted the first international forum at NYCU.
The forum was held to deepen collaboration between Taiwan and Japan. This first edition focused on TSMC’s expansion into the Kyushu region, with presentations and panel discussions on the local semiconductor industry and university-based startups.
From Japan, around 60 participants attended, including representatives from the co-hosting universities, university-launched startups, and members of Kyushu Economic Federation (KEF). From Taiwan, about 40 participants joined from the Ministry of Economic Affairs, NYCU, Hsinchu Science Park Bureau, and related companies—bringing the total number of attendees to approximately 100.
In the morning keynote session, Minister KUO Jyh-Huei of Taiwan’s Ministry of Economic Affairs delivered a speech titled “A New Model for Taiwan-Japan Cooperation: Creating a Prosperous New Era Together” in which he shared examples of joint investments between Taiwanese and Japanese companies as well as relevant economic policies. President LIN Chi-Hung of NYCU delivered a presentation titled “Emergence of Taiwan’s Semiconductor Industry”, where he outlined the development of Taiwan’s semiconductor sector and the role universities have played in that process. This was followed by a keynote speech from Mr. KURATOMI Sumio, Chairman of KEF, titled “New Silicon Island Kyushu Grand Design.” He introduced the strategic vision formulated by the Kyushu Regional Strategy Council in June 2024, which aims to promote the semiconductor industry through collaboration among government, academia, industry, and finance.
In the afternoon, the forum was divided into two sessions—one focusing on semiconductors and the other on startups—with presentations and panel discussions held for each theme.
In the semiconductor session, representatives from companies, universities and KEF gave presentations on topics such as the development of Taiwan’s semiconductor industry led by TSMC, the economic trends in Kyushu centered around the semiconductor industry, and importance of cultivating talent. The session was followed by a panel discussion on the perspectives needed for local companies to join TSMC’s supply chain and future initiatives to achieve this goal.
In the startup sessions, NYCU, Tohoku University, and Kyushu University each introduced their initiatives to support university-based startups and promote academia-cooperate collaboration. Startups originating from these universities also gave presentations on their business models and shared their perspectives on the value of launching ventures based on university-developed technologies.
On December 12th, the Japanese delegation visited Hsinchu Science Park Museum, facilities within NYCU, and the nearby National Synchrotron Radiation Research Center.
Students from Hokkaido University majoring in semiconductor-related fields also took part in a student exchange session with NYCU, aiming to deepen mutual understanding and enhance their own research activities. During the session, NYCU introduced its semiconductor-related educational programs and research environment, and student representatives from both universities gave presentations on their research. The event featured active Q&A and lively discussions.

2024年12月11日 第1回台湾・日本グローバルパートナーシップ半導体・イノベーションスタートアップフォーラムを開催しました
12月11日、陽明交通大学、北海道大学、東北大学、九州大学の共催で、初となる国際フォーラムが陽明交通大学において開催されました。
本フォーラムは各大学が台日間の連携を深めるために開催するもので、第1回目はTSMCが進出した九州エリアに焦点を当て、九州エリアにおける半導体産業と、大学におけるスタートアップに関して、関係者によるプレゼンとパネルディスカッションを行いました。
日本からは、共催の各大学、大学発スタートアップ、九州経済連合会とその会員企業など約60名、台湾からは経済部、陽明交通大学、新竹サイエンスパーク管理局、関連企業など約40名、計約100名が出席しました。
午前の基調講演の部では、台湾経済部の郭智輝部長が出席し、「日台協力の新たなモデル：共に繁栄する新時代を築く」と題して講演を行い、日本と台湾の企業による共同投資の事例や、経済施策の紹介がありました。また、陽明交通大の林奇宏学長のプレゼンでは「台湾の半導体産業はいかにして誕生したのか？」と題し、台湾における半導体産業の成長の過程と、大学が果たしている役割などについて発表しました。その後、九州経済連合会の倉富純男会長からは「新生シリコンアイランド九州 グランドデザイン」と題し、九州戦略会議が2024年6月に策定した産官学金連携による半導体産業振興に向けた基本方針である同デザインについて講演を行いました。
午後からは、半導体セッションとスタートアップセッションに分かれて各テーマに応じてプレゼンとパネルディスカッションを行いました。
半導体に関するセッションでは、企業関係者、大学関係者、九州経済連合会らが登壇し、TSMCを中心とした台湾の半導体企業の動向、九州の半導体を含む地元経済の動向、人材育成の必要性などについて各登壇者からプレゼンがありました。続くパネルディスカッションでは、地元企業がTSMCのサプライチェーンに参画するために必要な視点、今後の取り組みについて議論が行われました。
スタートアップに関するセッションでは、陽明交通大学・東北大学・九州大学の各大学が、大学におけるスタートアップ支援や産学連携の取り組みの紹介があったほか、各大学発のスタートアップからは事業概要や大学発の技術から起業する意義についてプレゼンが行われました。
翌12日は日本からの参加者を対象に、新竹サイエンスパーク博物館や、陽明交通大学内の施設、大学に隣接する放射光研究センターの視察を行いました。
北海道大学からは半導体分野を専攻する学生が参加しており、次代を担う学生同士による相互理解を深め、自身の研究活動の向上につなげることを目的に、陽明交通大との学生交流会を行いました。交流会では、陽明交通大から半導体関連の教育プログラムや研究環境の紹介を行ったほか、両大学の代表者が自身の研究についてプレゼンを行い、活発な質疑応答や意見交換が行われました。
